Google has stated on a event , Disavowing Links Not Enough. You should remove Inorganic links to by making lots of efforts. Becoz this is the best way for successful reconsideration request.

For a reconsideration request to be successful, a significant percentage of inorganic links should be removed from the website. If you can get a backlink removed, remove the link instead of adding it to the disavow file. Simply disavowing links will not be enough to make a reconsideration request successful.
